I have made presentations at the annual international or national conferences of the International Association of Schools and Institutes of Administration, the American Society for Public Administration; Government (Municipal) Finance Officers Association; National Association of Counties; Academy of Human Resource Development; International Association of Schools and Institutes of Administration; International Personnel Management Association; ASPA's Section for Budgeting and Financial Management; Public Library Association; National Association of Schools of Public Affairs and Administration; American Public Welfare Association; National Recreation and Park Association (Southern Region); and Conference of Minority Public Administrators. I have lectured at such institutions as the Finance & Accounts College of Training, Jamaica; Kuwait Institute of Scientific Research and the Eastern & Southern African Management Institute, Tanzania. During 1976 and 1977, I participated on numerous panels concerned with public service education and training at regional and national American Society of Public Administration Conferences, at the annual conferences of the International Personnel Management Association and National Association of Counties.
