Implementation Feasibility Analysis: This is a structured
process by which policy makers and managers identify the obstacles to the
successful implementation of a policy. This concept builds on the myriad of
recent literature dealing with policy and program implementation as well as
many of the important issues identified in the diffusion of innovation

The Identification and Validation of Policy/Program Assumptions
: Another interest of mine is the importance of assumptions in policy/program
formulation. During the Fall of 1981, I taught a Special Study: Advanced Topics
in Policy Analysis. This course utilized a methodology designed to improve
policy formulation and analysis through the systematic identification and
validation of assumptions. Paper presented at Twelfth National Conference on
Teaching Public Administration. March 1989.
