Implementation Feasibility Analysis: This is a structured process by which policy makers and managers identify the obstacles to the successful implementation of a policy. This concept builds on the myriad of recent literature dealing with policy and program implementation as well as many of the important issues identified in the diffusion of innovation literature. Research findings reported in Municipal Management, Spring 1983; Government Accountants Journal, Summer 1983 and Spring, 1987; The National Productivity Review , Winter, 1991-92 and ASPA presentation, 1981.

The Identification and Validation of Policy/Program Assumptions : Another interest of mine is the importance of assumptions in policy/program formulation. During the Fall of 1981, I taught a Special Study: Advanced Topics in Policy Analysis. This course utilized a methodology designed to improve policy formulation and analysis through the systematic identification and validation of assumptions. Paper presented at Twelfth National Conference on Teaching Public Administration. March 1989.

Trends in an Alternative Government Revenue Resources: Research in this area has been reported at the Urban Affairs Association Conferences 1982 and 1989; and in the publications State and Local Finances in the 1980's; Resources in Review, May 1981; and Public Administration Review , March/April 1984.
